Land is a scarce resource in Hong Kong. Underground space is a viable source of land supply.

In late 2013, the Civil Engineering and Development Department commenced a territory-wide study to explore the potential for developing underground space in the urban centres and new towns, with a view to creating urban space, enhancing urban connectivity and improving congested urban environment.

The study was highlighted in the 2013 to 2016 Policy Addresses.
